District President will exercise same powers as Provincial President in his district. All matters pertaining to district will be decided by district/tehsil/town committee president and secretaries. In the event of disagreement, matter will be referred to district council, and in case there is no consensus be decided by a majority vote. The district councils will meet at least once every month. There shall be a District Council member from each union council, who shall also be President of his/her union council or its counterpart tehsil/city/town. President shall also be member of the District Council. Each district executive member shall pay Rs. 3,000 annually to the District Account. A District Disciplinary Committee will be set up consisting of district, tehsil and municipal presidents for their respective areas; All posts shall be filled in district, other than District President and Secretary, according to the laid down procedure as decided by the provincial executive from time to time. Ward/Union President : Every Ward or Union President must have ability to arrange finance for the Ward/Union office and fly Pakistan Peoples Party flag on the office. Have influence in the Ward or Union Council to assist the workers and the people in the said area. Other Office Bearers : In the UnionlWard/Deh/Unit should preferably have served in the Youth or Student or Women's wing of the Party. Ticket Holders : Any body who thinks he/she is eligible for the National Assembly ticket must give Rs. 6,000 per annum to the National Fund, and anybody who thinks he/she is eligible for Provincial Assembly ticket must pay Rs. 3,000 per annum to the respective province. Also he/she must have the capacity of opening an office and flying a flag on it. However if a person overlaps, that is holds two offices or more, he/she is only liable to pay once. The fee does not increase with the number of posts. Policy Planning Committee : One of the Deputy Secretary Generals will be incharge of policy planning and will submit its papers to the Central Executive Committee. There will be a spokesman on Agriculture, Religious Affairs, Trade and Industry, Social Sector, Economics, Labour, Women, Minorities, Foreign Affairs, Law. Affiliate Wings : Will be answerable to their District President. If an affiliate wing doesn't listen to them, the matter would be referred to the divisional president level. All tiers of the Party will recommend a panel of 3 members of affiliate wings to their superiors. Any office which remains vacant for more than 3 months, the Federal Council will appoint one or more members to fill it. This is being done because provincial office bearers do not fill these vacancies for a long period of time. All the Senators, MNAs, and MPAs should visit the Party office when they are available in the district. Office secretary of the Party should be paid salary from the Party fund to enable him to maintain the record properly. New comers : Upto 20% of the Party offices may be reserved for the newcomers at every level. However, Party deserters will not be accommodated as new comers. Case of the Party deserters will be decided on a case to case basis by the Provincial Executive. Those who had left due to a dispute with the Provincial Executive, may appeal to the Central Executive Committee. |
