Provincial Organizations

The provincial organization will be responsible for the organization in the province and forwarding views regarding policy matters to Central Executive Committee for decisions. Each member shall pay a fee of Rs. 12,000 to the provincial account yearly.

All decisions relating to the province shall be taken by the President after reaching a consensus with the provincial executives. Central Executive Committee members of the province will be invited as special invitees.

In the event of a disagreement, the matter will be referred to the Provincial Council for a decision preferably through consensus failing which by a majority vote.

The Provincial Executives will meet at least once every month and the Provincial Council at least once every three months.

The Provincial Council members will pay Rs. 12,000 annually to the Party. The district presidents who are ex-officio members shall pay their annual fee to the district party account. Any member who fails to pay the annual fee shall lose their office. One person from each district shall be a Provincial Council member. Each ticket holder of last election shall be eligible to become a member of provincial executive if he/she pays Rs. 12000/- per annum.

President : The Provincial President will be incharge of organizing the provincial secretariat, communicating with the Federal, Central, divisional and district organizations.

All meetings of the provincial executives or council shall be summoned by the President.

Vice President/Secretary General: Same as at centre.

Other provincial office bearers - as described in rules and regulations.

If there is a complaint against the Provincial President, 60% of the provincial executives can move against the President in Provincial Council for a disciplinary action and the matter will be decided by a secret ballot.

Senior Vice President : There will be a Senior Vice President who will act in the absence of the President.

Vice President : There shall be a Vice President from each division. The Vice President will be responsible for ensuring that:

  • Discipline is maintained in the division concerned.
  • Preparation is made for all occasions as decided by the Federal Council, the Central Executive Committee and the provincial organizations.
  • Ensure that districts are holding meetings, have functional offices, are paying their annual fees.
  • Prepare for elections to Bar Association, Trade Unions, Press Clubs etc. in co-ordination with the District President/Organization.
  • Act as the link between the District and the Province and Centre.
  • A disciplinary committee for each division shall be set up under the Divisional President. It shall include Presidents and Secretaries of the districts in the division.
  • The disciplinary committee may suspend an office bearer, replace an office bearer, fine an office bearer.
  • The disciplinary action will be in writing.

An appeal within two weeks may be made by the concerned office bearer to the Provincial President.

A Provincial Discipline Committee will consist of the Provincial President, Vice Presidents and Secretary General.

The decision will be given in writing.
