It will be headed by the Party Chairperson. Any one who has been a founding member, an office bearer, been a ticket holder or faced imprisonment or lashes and stayed ten years within the Party discipline, shall be qualified to be a member of the Federal Council provided that they pay Rs.15,000 as advance membership fee per year.

Function: Shall conduct research, hold seminars and workshops on the history of the Party, its goals, organization, discipline and other topical subjects. It shall seek to conduct the political training of the workers of the Party. It shall meet twice a year.
